The Canada Francophone Mobility Programme (FMP) is one of the most accessible pathways for French-speaking foreign nationals to obtain a Canadian work permit. Unlike many other Canadian work visa categories, the FMP does not require a Labour Market Impact Assessment (LMIA), significantly reducing processing time and employer burden. What is the FMP?
Introduced to address labour shortages in Francophone minority communities outside Quebec, the FMP allows eligible candidates to work for a specific employer in designated roles. The programme is managed by Immigration, Refugees and Citizenship Canada (IRCC) and is distinct from the Express Entry system.
Key Eligibility Criteria
- French CLB 5 in all four language abilities (speaking, listening, reading, writing)
- Job offer from a Canadian employer outside Quebec
- The job must be in NOC TEER 0, 1, 2, 3, 4, or 5
- Valid passport and police clearance
- Medical exam by an IRCC-approved panel physician
How to Prove French Proficiency
IRCC accepts the TEF Canada, TCF Canada, and DELF/DALF exams. For CLB 5, you need a minimum score of 226-270 in TEF speaking, or equivalent in other tests. If you have not yet taken a test, we recommend scheduling at least 3 months before your planned application date to allow for retakes if necessary.
